When you are arrested the District Attorney of the county in which you were arrested intends to examine your case and see whether charges will be filed against you.  The District Attorneys are, as the name implies, attorneys.  That means that you will go into court without an attorney to defend you, against a highly trained, experienced attorney whose job it is to charge and convict you.  You will likely not be eligible for a Public Defender if you have a job.
If you are arrested for Driving Under the Influence, you will have to deal with both the District Attorney and the California Department of Motor Vehicles.
